Every new car on a dealer's lot already has a QR code stuck to its window. It has been there since 2013, it is required by federal regulation, and almost nobody scans it. If your agency is about to add a second QR code to that same windshield for a client, financing links, a trade-in estimator, a virtual walkaround, it is worth knowing exactly what the first one is, what it legally protects, and where your code needs to sit so the two don't collide.
This matters more than it looks. The label your client's QR code shares glass with is one of the few pieces of retail paper in the United States that a dealer can be fined for tampering with. Getting the comparison right, and explaining it clearly to a dealership client, is the kind of detail that makes an agency look like it actually understands the industry it's marketing for.
What a Monroney label actually is
The window sticker on a new car is called a Monroney label, named after Senator Mike Monroney, who sponsored the Automobile Information Disclosure Act of 1958. The Act requires manufacturers to affix a sticker to every new vehicle before it reaches a dealer's lot, disclosing the manufacturer's suggested retail price, the destination charge, standard and optional equipment, and where the vehicle and its major components were assembled.
That 1958 law predates QR codes by decades, but it set the legal principle that still matters today: the sticker has to stay on the car, untouched, until the vehicle is sold. A dealer cannot remove, cover, or alter it beforehand. Only the buyer can take it off, after the sale is final.
The QR code that's already on there, by law
In 2011, the EPA and NHTSA jointly redesigned the fuel economy portion of the Monroney label, and that redesign is where the QR code comes from. The requirement became mandatory for model year 2013 vehicles onward (automakers could opt in for MY2012), and it's still the design in use today. There has been no structural redesign of the label or its QR code since.
The QR code requirement is written into federal regulation at 40 CFR § 600.302-12(b)(6), which specifies that the label must include a QR code generated to the ISO/IEC 18004 standard, with the caption "Smartphone QR Code" printed beside it. It sits under EPA's Clean Air Act authority, in the fuel economy labelling subpart, and it links to a single destination: fueleconomy.gov, the joint EPA/Department of Energy site.
That's a hard, specific requirement, not an industry convention. Compare it with the label's other headline feature, the NHTSA crash-safety rating: that part of the sticker (governed separately, under 49 CFR § 575.302) is required to show a star rating and a plain printed web address, not a QR code. Only the fuel economy section has an actual scannable code. If you're briefing a client, it's worth being precise about that: "the QR code" on a Monroney label is the EPA fuel economy code specifically, not a catch-all for every piece of information on the sticker.
What's printed straight on the sticker
You don't need to scan anything to get the headline numbers. Printed directly on the label:
- City, highway, and combined MPG (or MPGe for electric vehicles)
- The fuel economy range for that vehicle's class, so a shopper can see where it falls against competitors
- Estimated annual fuel cost and five-year fuel savings, based on 15,000 miles a year and an assumed fuel price
- A 1 to 10 Fuel Economy and Greenhouse Gas rating, and a separate 1 to 10 Smog rating
- CO2 tailpipe emissions in grams per mile
- The NHTSA star safety rating (front, side, rollover), printed as a graphic, plus a URL, not a QR code
What only shows up after you scan it
The QR code exists because a static sticker can't hold everything a shopper might want. Scan it and fueleconomy.gov gives you tools the paper can't: a fuel cost calculator personalised to your own annual mileage and driving mix, current local fuel prices instead of the label's fixed assumption, and side-by-side comparison tools against other vehicles. It's genuinely useful information, it's just not information most people know to go looking for, which is a large part of why scan rates on Monroney codes are, by most accounts, very low.
Electric vehicles get a longer label, not a different code
EVs and plug-in hybrids fall under their own sections of the same regulation, which layer extra content onto the general label rules rather than replacing them. An EV's Monroney label adds driving range, Level 2 (240V) charge time, kWh per 100 miles, and an electric-range bar alongside the standard MPGe figures. The QR code requirement itself doesn't change: it's the same general provision, generating the same code, to the same fueleconomy.gov destination. If a client sells EVs, the sticker just carries more printed data around the same government QR code, not a second one.
Why you legally can't cover it, and neither can your client
This is the part that should shape where your agency's own code goes. Because the Monroney label is protected under the 1958 Act, and the fuel economy section (QR code included) is a mandatory federal disclosure, altering, covering, or removing any part of it before a sale is finalised is not a marketing decision a dealer gets to make. Willful violations of the Act have historically been treated as a federal offence.
In practice, this means a marketing QR code should never be printed on, taped over, or layered on top of the Monroney label itself, even partially, even at the corner. It's not just a legal risk: it also visually implies the two codes are related, which they aren't, and a shopper who scans the wrong one and lands somewhere unexpected is a bad first impression before they've even opened a car door.
Some dealers add their own laminated addendum stickers next to (not over) the Monroney label for pricing add-ons or Carfax highlights. That's a separate, well-established practice, but it underlines the same point: anything a dealer or their agency adds goes next to the government sticker, on its own surface, never overlapping it.

So where does your agency's QR code actually go, and what does it do

What that code should point to is where a trackable, dynamic QR code earns its keep over a plain link, because a car's status changes constantly and a printed code can't:
- Financing pre-qualification, so a shopper can check likely terms from the lot before talking to a salesperson
- A trade-in value estimator, tied to that specific vehicle's page
- A 360° virtual walkaround or photo gallery, useful outside showroom hours
- Vehicle history highlights (Carfax or AutoCheck), distinct from the dealer's own printed history sticker if they use one
- Test-drive booking, routed to that location's calendar
- "Chat with a salesperson", for after-hours lot browsing
The reason to make this code dynamic rather than a static print job is the same reason it matters for any inventory-driven business: a vehicle moves from For Sale to Pending to Sold, sometimes within days, and the code on the glass needs to follow it without a reprint. That's the core case for dynamic over static QR codes in general, and dealership inventory is one of the clearest examples of it in practice: you can change the destination without reprinting as a vehicle sells, retarget the same physical sticker toward a "similar vehicles in stock" page, or repoint it toward a service-department offer once the car is gone.
Give it an obvious job, and keep it obviously not the government one
The Monroney QR code has no call to action beyond its small printed caption. Your client's code should have the opposite: a short, specific label ("See financing options," "Watch the walkaround," "Text our sales team") printed directly on or beside it, so nobody mistakes it for the federal one and nobody scans it wondering what they're about to get. That clarity does double duty: it protects the dealer from any suggestion the two codes are connected, and it lifts scan rates, because an unlabelled code is one of the most common reasons dealership QR campaigns underperform.
Track what you can, because the government code and the Carfax code, you can't
Neither the EPA's fuel economy code nor a dealer's printed Carfax code tells the dealership anything about who scanned it. Your client's own code is the only one on that windshield that can, if it's built as a trackable link with per-vehicle or per-campaign parameters. It's also worth a word of caution on the security side. A code stuck to an unattended windshield overnight is physically reachable by anyone, and swapped or overlaid QR stickers ("quishing") are a documented attack pattern on codes left in public without supervision.
